| President's Message Members and Friends, What a trip! We enjoyed the scenery along with the wonderful hospitality of friends. It was one of the best trips weve been on. Of course Im speaking of our recent trip to NPSC 2007 in Denver. We found very reasonable roundtrip Airfare on a direct flight to Denver. Although it left early the three and a half hour duration put us there in the morning where we were met by Linda Vose who is Billy Williams' daughter. She lives near Denver and met us at the airport, then took us to her home and served us an outstanding Bar-B-Q dinner. Thats lunch for all those non-southerner readers. She even provided us with the use of one of their automobiles during our visit. Just goes to show while you may take a Southerner, out of the South, you cant remove that real Southern Hospitality from them. Thanks to Linda and her husband Randy for making this such an outstanding and memorable trip in our lives. NPSC 2007 was great too. We found very trying times awaiting our return. Debra Dixon the wife of our technician and dear friend Raymond Dixon passed away. She had been admitted to the hospital in serious condition resulting from an aggravated state of the COPD she battled. She was only 52 years old. Her demise may have been hastened by the apparent missteps incurred while receiving treatment in the ER. Inadvertently they punctured her best lung trying to insert a breathing apparatus and everything went downhill from there. We attended her services and try to lend all the support we can for Raymond. He is a very strong individual however facing such a devastating family loss is certain to burden everyone. Please keep him and his family in your prayers. August and September as always are very busy months. Our family celebrated the 50th birthday of our Daughter, along with the 45th birthday of our Son. Then along with a dozen other FESA members celebrated the 87th birthday for Billy Williams on 9/11 with a surprise outing at Outback where we all dined with him. Viola and Ethan brought him a Birthday Cake and Ken and Jo made the arrangements ensuring others were invited. It was an enjoyable outing for everyone for an outstanding person. He is surely something good that occurred on 9/11. Then on the weekend of September 15 we went to Tallahassee to celebrate Mother Eubanks 89th birthday and took her a birthday cake along with a few other goodies that included attending Church with her and treating her to a birthday meal at the "Old Times" restaurant that is simply "the best cooked right" southern food available anywhere other than at Grandmas table for a Sunday dinner. We attended the FESA/GESDA get together on September 28 & 29 at Jekyll Island , GA. John went for the Friday training and returned to Jacksonville so that I could attend on Saturday. We had a good turnout and enjoyed the event with our many friends from both associations who were in attendance. We didnt stay for the banquet because we had other commitments for the evening. As I said we have been very busy these last few months and now we only have to get ready for Halloween, Thanksgiving, and our FESA Christmas Party to complete the year. Sincerely, Pat Eubanks President FESA |

| FCC HDTV INFORMATION At midnight on February 17, 2009, federal law requires that all full-power television broadcast stations stop broadcasting in analog format and broadcast only in digital format. Heres what these requirements will mean for you and your television viewing. Why Are Broadcast TV Stations Switching to All-Digital? Congress mandated the conversion to all-digital television broadcasting, also known as the digital television (DTV) transition, because digital is a more efficient transmission technology that allows broadcast stations to provide improved picture and sound quality, as well as provide more programming options for consumers through multiple broadcast streams (multicasting). In addition, all-digital broadcasting will free up many frequencies to be used for public safety, such as police, fire, and emergency rescue, and for the provision of advanced commercial wireless services for consumers. What Do I Need To Do To Be Ready For The DTV Transition? What you need to do depends on the source of your television programming, whether you receive programming over-the-air or from a paid provider such as a cable or satellite TV company. How Do I Receive Digital Broadcasts If I Dont Subscribe To Cable Or Satellite? If you receive only free over-the-air television programming, the type of TV you own, either a digital TV or an analog TV, is very important. Consumers who receive only free over-the-air television may view digital programming through a TV set with a built-in digital tuner (integrated DTV) or a digital-ready monitor with a separate digital tuner set-top box. (Both of these digital television types are referred to as a DTV). The only additional equipment required to view over-the-air digital programming with a DTV is a regular antenna, either on your roof or a smaller version on your TV such as "rabbit ears." If you have an analog television, you will have to purchase a digital-to-analog set-top converter box to attach to your TV set to be able to view over-the-air digital programming (see "What About My Analog TV?" below). How Do I Know Whether I Own a DTV? As of March 1, 2007, all television receivers shipped in interstate commerce or imported into the United States must contain a digital tuner. In addition, effective May 25, 2007, the Commission required sellers of television receiving equipment that does not include a digital tuner to disclose at the point-of-sale that such devices include only an analog tuner, and therefore will require a digital-to-analog converter box to receive over-the-air broadcast television after the transition date. Retailers must inform consumers by prominently displaying the following text if they are selling TV equipment with only an analog tuner: . "This television receiver has only an analog broadcast tuner and will require a converter box after February 17, 2009, to receive over-the-air broadcasts with an antenna because of the Nations transition to digital broadcasting. Analog-only TVs should continue to work as before with cable and satellite TV services, gaming consoles, VCRs, DVD players, and similar products. For more information, call the Federal Communications Commission at 1-888-225-5322 (TTY: 1-888-835-5322) or visit the Commissions digital television website at: www.dtv.gov " Therefore, after May 25, 2007, all television equipment being sold should contain a digital tuner, or should be identified at the point-of-sale as not having one. Be sure to look for this label if you are purchasing a new TV. As for how to determine whether your television equipment purchased prior to May 25, 2007 is a DTV, many DTVs and digital television equipment will have labels or markings on them, or statements in the informational materials that came with them, to indicate that they contain digital tuners. These labels or markings may contain the words "Integrated Digital Tuner" or "Digital Tuner Built-In." "Receiver" may be substituted for "Tuner," and "DTV," "ATSC," or "HDTV" (high definition television) may be substituted for "Digital." If your television equipment contains any of these labels or markings, you should be able to view digital over-the-air programming without the need for a digital-to-analog converter box. (Remember, you do not need an HDTV to view free over-the-air digital programming. As long as your television equipment contains a digital tuner, you can view over-the-air digital. An HDTV is only necessary if you want to view digital programming in "high definition.") You should also check the manual or any other materials that came with your television equipment in order to determine whether it contains a digital tuner. If your television set is labeled as a "Digital Monitor" or "HDTV Monitor," or as "Digital Ready" or "HDTV Ready," this does not mean it actually contains a digital tuner. Thus, you still will likely need a separate set-top box which contains a tuner in order to view programs in the new digital TV transmission standard (which includes HDTV formats) on such a set. Over-the-air digital set-top boxes can be purchased at retail stores. Cable and satellite TV providers also sell or lease digital set-top boxes for their specific services. (Note: the digital set-top box described here is not the same as the NTIA program digital-to-analog converter box, described below, used to convert free over-the-air digital broadcasts for viewing on an analog TV set.) If your television set is labeled as "analog" or "NTSC," but is NOT labeled as containing a digital tuner, it contains an analog tuner only. If you cannot determine readily whether your television set or other television equipment contains a digital tuner, you are advised to check your equipment for the manufacturer name and model number, and then contact your consumer electronics retailer, or the manufacturer, to determine whether it contains a digital tuner. This information also may be available online through the manufacturers website. Because most broadcast stations in all U.S. television markets are already broadcasting in digital, consumers are further advised to contact their local broadcast stations to determine the channel numbers on which the stations are broadcasting digital programming. Consumers should then ensure that their televisions are set up to receive over-the-air programming (as distinguished from the signals of a paid provider such as cable or satellite TV service), and then tune to the over-the-air digital channels to see if they can receive the digital broadcast programming. What About My Analog TV? Will It Still Work? After February 17, 2009, you will be able to receive and view over-the-air digital programming with an analog TV only by purchasing a digital-to-analog set-top converter box. Between January 1, 2008, and March 31, 2009, all U.S. households will be able to request up to two coupons, worth $40 each, to be used toward the future purchase of eligible digital-to-analog converter boxes. Eligible converter boxes are for the conversion of over-the-air digital television signals, and therefore are not intended for analog TVs connected to a paid provider such as cable or satellite TV service. The National Telecommunications and Information Administration (NTIA) is administering the coupon program. For more information, visit the NTIA website at http://www.ntia.doc.gov. The Commissions DTV website, www.dtv.gov also provides information for consumers on the upcoming digital-to-analog converter box coupon program. More detailed information regarding NTIAs coupon program, what digital-to-analog converter boxes will be eligible, where and when they may be purchased, and the related costs involved will be provided by the Commission and NTIA as the commencement of the coupon program on January 1, 2008, approaches. If I Already Have an Antenna, Do I Need a New One to View the Digital Signals? A special antenna generally is not needed to receive digital signals. You may have antenna issues, however, if your current antenna does not receive UHF signals (channels 14 and above) well, because most DTV stations are on UHF channels. In such a case, you may need a new antenna or to add a UHF section to your existing antenna system. This equipment should be available at most bricks-and-mortar and Internet consumer electronics retailers. How Do I Receive Digital Broadcasts If I Subscribe To Cable Or Satellite? If you receive cable or satellite television service, contact your cable or satellite provider about any additional components, such as a digital set-top box, that you may need to watch digital broadcast programming. If I Buy a DTV, Will My VCR, DVD Player, Camcorder, Video Games, Or Other Equipment Still Work? VCRs, DVD players, camcorders and video games will continue to work, even if they are only analog-capable. Such equipment, however, may not provide digital-quality picture and sound. Manufacturers are producing a number of different connectors to hook equipment together and improve picture and sound quality. Check with your equipment retailer to determine the types of connectors that will work with your equipment. How Much Will DTV Improve My TV Viewing? While picture quality will vary according to whether you receive digital programming in high definition (HDTV), enhanced definition (EDTV), or standard definition (SDTV) format, all digital programming provides an enhanced viewing experience. HDTV, the highest quality format, provides high resolution, a widescreen format, and surround sound. How Much Will a DTV Cost? Prices vary depending on the many features and options available to consumers, including format, display technology, and screen size. Display technology choices include cathode ray tube screens, rear projection TVs, front projection TVs, and flat panel TVs. Flat panel TVs, often the most expensive, can use either a liquid crystal display (LCD) or plasma screen technology. Screen size is measured diagonally across the screen, and the larger the screen, generally the more expensive the TV. To determine the equipment and features that are right for you, learn about DTV from our Web Site and discuss your options with your retailer. | Advanced Communications Partners with H.I.G. Capital, LLC, Completes Recapitalization and Acquires Industry Leading Electronics Parts Distributor New York, New York, August 21, 2007 -- Advanced Communications Technologies, Inc. (OTC Bulletin Board: ADVC), a New York-based company that specializes in the consumer electronic aftermarket service and supply chain, known as reverse logistics, announced today that it has completed its acquisition of privately held Vance Baldwin Electronics, an Original Equipment Manufacturer Parts Distributor that has been a leader in the industry for over fifty years. Vance Baldwin has operations in southern Florida and suburban Atlanta and distributes parts ranging from consumer electronics, computers, printers and office supplies. In addition, Vance Baldwin provides service aids and industrial products such as cable, tools, test equipment, cleaners and other installation equipment. The Company acquired all of the outstanding equity interests in Vance Baldwin in exchange for consideration consisting of cash, a convertible promissory note and an equity interest in the Company in the form of shares of the Company's newly designated Series D Convertible Preferred Stock. In addition, certain other members of the Vance Baldwin management group received an equity interest in the Company in the form of Series D Convertible Preferred Stock. To finance the acquisition, related transaction costs, repayment of outstanding debts and to provide additional working capital, the Company raised $30 million of capital from its sale of Series C Convertible Preferred Stock to institutional investors, principally to an affiliate of H.I.G. Capital, LLC, and the issuance of senior and subordinated debt to a syndicate arranged by Sankaty Advisors, LLC, a leading private manager of fixed income and credit instruments. In connection with the recapitalization, the Company issued a total of 8,412 shares of its newly designated Series A-2 Preferred Stock in exchange for all of its previously outstanding shares of Series A, Series B and Series A-1 Preferred Stock. The Series A-2 Preferred Stock will automatically convert to common stock when the Company authorizes sufficient shares of common stock. Through Cyber-Test, Inc., its operating subsidiary acquired in May 2004, the Company has until this time participated only in the repair, refurbishment and advanced exchange segment of the reverse logistics industry. Cyber-Test, as well as other service providers purchases replacement parts used in repairing equipment from parts distributors such as Vance Baldwin. The Company believes that Vance Baldwin will have the opportunity to source repair work to Cyber-Test that it does not have the expertise to perform itself. In terms of sales revenue, the size of the replacement parts market is substantially greater than the market served by Cyber-Test. Wayne Danson, Advanced Communications' president and chief executive officer, commented, "We are very excited about this transaction as it has been a long-time in the making. Purchasing Vance Baldwin and having a long term partner in H.I.G. Capital, LLC represents a significant and positive move forward in the Company's operational and financial transformation. With the acquisition of the second largest parts distribution enterprise in the consumer electronics market, the Company will now be expanding beyond its core repair business and, based on Vance Baldwin's historical performance, increasing its revenue run rate by almost six fold. We believe this is a major step forward in executing our strategy to be a vertically integrated full service provider in the reverse logistics segment of the consumer electronics industry." "I have seen the industry change over the past several decades and believe that this strategic combination is right for both companies" said Fred Baldwin, chief executive officer of Vance Baldwin. "I am pleased to be a part of the Advanced Communications group." Robert Coolidge, Vance Baldwin's President, said "I am looking forward to the new opportunities that this transaction affords to what has been a family owned business for over 50 years." John Black, a Managing Director of H.I.G. Capital, LLC, commented, "We have extensive experience in the reverse logistics industry. We believe the consumer electronics industry is eager for a national repair solution that also has the ability to manage parts logistics on behalf of retailers, manufacturers and third-party administrators. We commend Advanced Communications' vision to broaden their traditional model of repair services to include parts logistics management and look forward to working with the Company as they build out their national services network." For the year ended December 31, 2006, Vance Baldwin recorded sales revenue of $48.7 million (unaudited). Janney Montgomery Scott acted as financial advisor and placement agent for the Company in connection with this transaction. About Vance Baldwin Electronics Founded in 1953, Vance Baldwin Electronics distributes original replacement parts for over 70 different manufacturers and remains to be one of the largest suppliers of such parts in the nation. Today, the company distributes parts for products ranging from consumer electronics, computers and appliances to imaging equipment such as printers and faxes, as well as industrial items, to a variety of channels which include national retailers, third-party extended warranty providers, independent regional retailers and independent electronic equipment repair companies. Providing global support and developing new ways to improve customer service, particularly with the use of technology integration, has helped Vance Baldwin Electronics distinguish itself from its competition. Vance Baldwin features one of the largest inventories in the country with more than 6 million parts in its database. Vance Baldwin's new distribution facility, located near Atlanta, Georgia, allows for 2 day delivery to the vast majority of the United States with UPS Ground Service. It maintains a call center with highly trained parts consultants to receive customer calls and provide assistance with parts selection and ordering.
